Here is the plan. 1st, we want to stop the movie. 2nd, we want to allow the user to initiate the action.
STOP - Click the timeline ruler and slide to the desired location. (see green inset below left)
Click Actions - Add Event: At Frame # - Add Action: STOP.

PLAY - Highlight Object. Click the timeline ruler and slide to the desired location. (see green inset below right)
Click Actions - Add Event: On Press - Add Action: PLAY.

The MouseOver effect is accomplished by converting "REPLAY" to a button and changing font colors for each action.
